Yoshihiro Kurosaki (黒崎 義裕) is the new right-hand man of Hyōdō and best candidate for succeeding him.

He is seen watching over the underground labor camp and he is also the superior of Ichijou, which is his favored subordinate.

He appears in the spinoff called Chuukan Kanriroku Tonegawa.
